A First Look at School Planning Councils in BC

This report offers early insight into the development and work of BC's newly-legislated School Planning Councils (SPC). University of Victoria researcher, Frances Thorsen, examines the data obtained from a June 2003 pilot survey of 16 councils in their first year of operation. The survey probed members' perceptions regarding their SPC's development, operations, resources, challenges, and successes in fulfilling their mandate. Thorsen provides an analysis of the findings and links this to a review of the literature on school councils across Canada. The report concludes with recommendations for policy makers and school councils to support the capacity of SPCs to contribute to the school improvement planning process. A valuable resource for school councils across Canada.
