A Survey of School Planning Councils in British Columbia 2004 |

This report from a provincial survey of SPC members provides benchmark data for BC's School Planning Councils at the end of their first year of operation. Responses from over 1,100 SPC members surveyed in June 2004 shed light on Council governance, decision-making, and organizational structure. The report also examines members' perceptions on training, resources, the development of school improvement plans, and the most significant successes and challenges of SPCs in their first full year. Based on these findings, the report offers nine recommendations to strengthen the capacity of School Planning Councils as they work to support student achievement.
This study follows a pilot survey of a small sample (17) of schools in June 2003. The pilot survey findings were published in A First Look at School Planning Councils in BC (2003).
The web-based survey was conducted by Don Cameron Associates with funding from the Ministry of Education, Max Bell Foundation and SAEE.
