Rémunérer les enseignants en fonction de leur rendement : Pertinence des modèles américains dans le contexte canadien

Un rapport inédit rendu public cette semaine documente six modèles de rémunération des enseignants aux États-Unis qui paient les enseignants en tenant compte de facteurs tels que :
•  Récompenser les enseignants individuels et les équipes d’enseignants qui améliorent le rendement scolaire de leurs élèves
•  Récompenser les enseignants qui acceptent des responsabilités difficiles dans des écoles défavorisées
•  Récompenser les enseignants qui se perfectionnent en suivant des cours de développement professionnel

Le rapport Au-delà du barème : Une perspective canadienne sur le domaine de la rémunération des enseignants est fondé sur l’examen de six programmes de rémunération des enseignants qui travaillent aux niveaux du district, de l’État et du pays au sud de la frontière.  Les auteurs placent cette analyse dans le contexte canadien en sondant l’opinion des parents, enseignants et directeurs d’écoles sur la rémunération au rendement et les pratiques d’évaluation qui lui sont associées.

Commandité par la Society for the Advancement of Excellence in Education (SAEE), ce rapport établit qu’en dépit du nombre croissant d’essais de rémunération au rendement des enseignants aux États-Unis, la documentation d’évaluation reste relativement limitée et n’est pas concluante. Toutefois, les modèles examinés font état d’une diversité d’approches utilisées pour incorporer à l’échelle du système une réforme liée à des primes.  Le message clair des directeurs, enseignants et parents canadiens est qu’un éventail de questions doivent être abordées simultanément, y compris le renforcement du développement professionnel dans les écoles, les niveaux d’évaluation de l’efficacité de l’enseignement en fonction de facteurs ne se limitant pas aux résultats des tests des élèves, et qu’il faut veiller à encourager activement le leadership.  

Les conclusions de ce rapport éclairent les perspectives actuelles et suscitent la prolongation du dialogue et de la recherche.

Paying teachers based on their performance: US models examined for their relevance to Canada

A groundbreaking report released this week documents six teacher compensation models in the United States which pay teachers by using factors such as:
• Rewarding individuals and teams of teachers who raise student achievement
• Rewarding teachers who accept challenging assignments in high-needs schools
• Rewarding teachers who improve their skills through professional development

Beyond the Grid: A Canadian Look at the Terrain of Teacher Compensation is based on a review of six teacher compensation programs operating at the district, state, and national levels south of the border.  Authors place this analysis in the Canadian context through exploring the opinions of parents, teachers and principals on performance-based compensation and associated evaluation practices.

Commissioned by the Society for the Advancement of Excellence in Education (SAEE), this report finds that despite the growing number of experiments with performance pay for teachers in the US, the evaluation literature remains quite limited and inconclusive. However, models examined in this study demonstrate a variety of approaches taken to incorporate system-wide reform linked with financial bonuses.  A clear message from Canadian principals, teachers and parents is that a range of issues need to be tackled simultaneously including building professional development capacities in schools, evaluating levels of teaching effectiveness on factors wider than student achievement on tests, and ensuring leadership is adequately supported.

The findings of this report inform current perspectives and aim to stimulate further dialogue and investigation.
